Riversstate ACJMC

The Rivers State Administration of Criminal Justice Monitoring Council (ACJMC) platform is an official government digital system established to promote transparency, accountability, and compliance within the criminal justice institutions of Rivers State.

Developed to serve as a central oversight and reporting platform, the website enables the monitoring of criminal justice processes involving law enforcement agencies, the judiciary, correctional services, and the Ministry of Justice. It supports public reporting of incidents, institutional accountability, and adherence to statutory provisions under the Administration of Criminal Justice Law.

The platform reinforces public trust by safeguarding the rights of suspects, defendants, victims, and the State while promoting speedy dispensation of cases, decongestion of custodial centers, and the continuous improvement of the criminal justice system across Rivers State.

The Administration of Criminal Justice Monitoring Committee oversees the entire justice chain in Rivers State — police, courts, prosecutions, custodial and non-custodial sentencing — on statutory paper forms and disconnected records. Oversight at that scale needed a system: one platform where every agency works from the same case data and the public has a direct channel to report incidents.

We built the platform on the TALL stack — Laravel 12, Livewire 3, Alpine.js and Tailwind CSS 4 — and modelled the real domain in full: around ninety interconnected models covering case files, courts, suspects, victims, witnesses, bail, inmates, DPP legal advice, and the complete non-custodial sentencing suite of statutory forms, from pre-sentence supervision intake to breach and completion reports.

Each stakeholder — police, DPP, courts, correctional services, EFCC, NDLEA and more — operates under role-based access control, with self-hosted websockets (Laravel Reverb) driving real-time notifications and messaging between agencies. Statutory outputs generate as one-click PDF and Excel reports, and analytics dashboards give the Council live oversight across the system.

Paper-heavy statutory workflows now run digitally end-to-end: cases tracked from incident to sentencing, inter-agency handoffs recorded, reports generated on demand, and citizens reporting incidents through the public portal. It is transparency infrastructure for an entire state’s justice system.
